Can't I just run a dehumidifier without covering the dirt floor?

You can, but it's fighting a continuous, unmetered moisture source. A dehumidifier operating without a vapor barrier in place has to remove whatever the bare soil keeps releasing, which in a humid Maryland summer can exceed what a reasonably sized unit is able to keep up with.
