Maryland's Piedmont clay soil holds water against the foundation instead of draining it away. After rain, that saturated soil creates hydrostatic pressure, water pushing against the wall from the outside, actively seeking any gap: the cove joint where the floor meets the wall, a hairline crack, or a porous spot in older block or poured concrete. The wall doesn't need a hole in it for water to get through. Pressure alone will move water through capillaries in the concrete over time.

Interior Seepage vs. an Exterior Wall Problem
