Replacement comes into play when a section has failed structurally beyond what reinforcement can hold, extensive multi-directional cracking, a collapsed or badly shifted wall, or masonry that's deteriorated past the point of repair.
To be direct about scope: this is replacement of a section of an existing structure's foundation, not new foundation construction for an addition or a new build.
